The bottle is filled with alcohol, the end of the stick has some wadding on it, then it is struck against a flint-like substance and makes a tiny torch. On this one there is a ferrous layer at the base of the bottle to be used to strike against. Many companies like Cartier would take Chinese snuffs and convert them to striker lighters in the 20s. Good thing is because of the form it confirms the age that the bottle is at least 100 years old and not a modern copy. A very interesting piece.
