The design consists of the Idaho state seal on a blue field with State of Idaho printed in gold letters on a red and gold banner below the seal. The seal depicts a man dressed as a miner and a lady dressed in white both standing on either side of a shield. She is holding a scale and represents liberty, equality, and justice, while the miner figure represents Idahos chief industry at the time it became a state in 1890. The artwork inside the seal demonstrates many of the states natural resources. The tall pine tree refers to the tremendous timber industry. The man plowing seen inside the shield and the sheaf of grain as well as the two cornucopias beneath the shield symbolize Idahos agricultural and horticultural resources. Wild syringa or mock orange which is the state flower along with several stalks of wheat both grow tall at the ladys right. The elks head rising above the shield indicates the commitment to the preservation of Idahos wild game. The river depicted in the shield is the Snake or Shoshone River. The outer ring reads Great Seal of the State of Idaho and also bears a star that signifies a new light among the states as Idaho enters the Union as the 43rd state. Inside the inner ring, a white banner bears the Latin phrase, Esto Perpetua which means Let it be perpetual or It is forever, which is the state motto.
