This game has not been completely inventoried, so I do not know if all the counters are present. From what I have see, and based on past experience, the game is most likely complete. With that said, the game is sold as it is. Please look at the photos and ask any questions before you buy. There is a rulebook, four player charts, counters, dice, tray, and map, which are all stored in a ziplock bag. I have printed out the box cover for the bag insert. The materials for the game are in great shape. The rules have no writing on them or torn pages. The tray has little wear, and the counters are nice. The map is excellent. Rules are in Japanese but I can provide a copy of the translation. Shipping is $18.00. Applicable sales tax will be added. Again, please review the photos prior to purchase.
