The woman on the right is obviously tightly corseted, as society women had done for decades - wearing tight, restrictive clothing that didn't allow them to even take a deep breath, obviously something they would need to do while exerting themselves when riding a bicycle. **NOTE** - in the 1890s bicycle riding was enthusiastically taken up by many women, an activity that gave them a sense of independence and freedom from the restrictions of the home. Riding through the countryside by themselves with no need of an escort, must have been exhilarating! Many people criticized women for participating in this activity and some were even shocked by it.
